Version 18.0.16 tidies up the admin assistant now that business setup has its own welcome page.

Business setup has left the assistant chat: you set up your business on the welcome page, and guided tours of your admin pages are the only guided walkthroughs left in the chat.
No more stuck setup chats: if a browser tab was partway through the old in-chat setup, the assistant now opens as a normal chat. It no longer stays in setup mode with a 'Start over' button that did not work.
New features opens straight away: old saved setup progress no longer stops the New features panel from opening.
The 'Start over' button that appeared in the assistant header during setup has been removed. Page tour buttons such as 'Close tour' still appear while a tour is running.
