We fixed a couple of issues with how passes behave for businesses with one or more locations:
- Unrestricted passes no longer disappear from the list. Passes that aren't tied to a specific location now stay visible when filtering by location, instead of being hidden.
- New passes are no longer locked to a location by mistake. If you don't use multiple locations, creating a new pass keeps it available everywhere rather than quietly attaching it to a single location.
